A 27-year-old Ottumwa man admitted he spent more than five days at a Centerville residence in August 2010. So what's the big deal?
Well, Anthony Michael Orr of Ottumwa is on the Iowa Sex Offender Registry. Whenever Orr stays somewhere for more than five working days, Iowa law mandates he notify the sheriff's office in the county where he is considered to now be residing.
The Registry currently lists Orr's address as 120 McPherson Ave. in Ottumwa. The Registry describes Orr as a white male weighing 171 pounds, standing five foot and nine inches tall with blue eyes and blond hair.
On Nov. 30, 2010 Appanoose County Attorney Richard Scott filed trial information alleging Orr violated the sex offender registry requirements on Aug. 13, 2010 by failing to register a change in address within five days with the sheriff's office, third offense, which is a class D felony. Scott then filed supplemental trial information dropping the reference Orr was convicted of failing to register as a sex offender on two separate dates in Wapello and Cherokee counties.
The change in trial information dropped the original D felony charge to an aggravated misdemeanor. The maximum prison term went from five years to two years.
On Oct. 19, 2011 Scott filed amended trial information to include Count II, violation of temporary lodging registry requirements, second offense, a class D felony. The charge is a violation of the sex offender registry.
On Oct. 31, 2011 Orr filed a petition to plead guilty to the aggravated misdemeanor charge of violation of temporary lodging registry requirements, first offense. Orr admits in his petition he stayed with a friend for more than five days in Centerville without notifying the sheriff.
On Nov. 7, 2011 Judge Kirk A. Daily sentenced Orr on the charge of sex offender, additional registration violation, second or subsequent offense. Daily ordered Orr to register as a sex offender for an additional 10 years, two years in prison suspended to two years probation with the Department of Correctional Services, credit for any time served, report to the Wapello County sheriff for registration as a sex offender and pay penalties and fines.
The court Nov. 7 dismissed the criminal charge of sex offender registration violation, second or subsequent offense, according to online records.
Orr currently owes $1,310.87 in fines, costs and surcharges for this case.
