Chariton Valley Regional Housing Trust Fund moving forward with 2012 plan

CENTERVILLE — Chariton Valley Regional Housing Trust Fund Inc. officials held a public hearing last week to talk about their 2012 Housing Assistance Plan. This plan follows the one filed in 2010 and contains several changes.

Patti Lind, CVRHTF executive director, said they can approach Iowa Finance Authority every year and request funding. Lind said they applied to IFA in October of 2011 and were awarded $181,158 with a local match of $45,290.

Lind said the plans focuses on owner-occupied housing in Appanoose, Lucas, Monroe and Wayne counties. But one difference for the new plan is CVRHTF can now provide funding for demolition of properties in the four county area.

"So that blighted properties can be removed," Lind said. "And safely disposed of."

A second and perhaps even more important change in the new plan is county board of director representatives now have the authority to direct how they want local match funds used.

"So it's no longer one large pot of money," Lind said. "It's four individual pots that are made up of local funds raised that leveraged potential money from the state of Iowa for the second year."

Lind said not all of the four counties are interested in demolition and some are just interested in grants and loans.

In November 2010, CVRHTF received $210,950 from IFA. The local match requirement of $60,922 was raised from city and officials from the four participating counties.

"That was some of the very first funding," Lind said.

The first housing assistance plan for the four county area provided loans and grants to low- and moderate-income families living in owner-occupied houses.

CHRHTF follows Housing and Urban Development income guidelines to define who is low and very-low income in the four counties.

Families or individuals at 80 percent of HUD poverty levels are eligible to apply for a loan. Families or individuals at 30 percent of the poverty level are eligible to apply for a grant.

Loans or grants are up to $5,000 per qualified applicant. The money can be used for home improvements and renovations.

Lind said applicants are asking for money to repair roofs, windows, foundations, ramps, furnaces and other items.

"With the ultimate goal of improving the housing stock in the four-county area," Lind said.

Only contractors registered with the Iowa Department of Inspections and Appeals are allowed to perform the work.

Applicants are required to demonstrate they live and will continue to live in the home where the money is going toward improvements for a minimum of five years or the life of the loan, which could be shorter than five years, Lind said. Additionally, applicants have to prove home ownership, the property is insured and how the money is going to be used.

"So we are particularly pleased that in the second year of the program that we are beginning to lend and grant and that the IFA has supported us in a way that it is demonstrating that they believe that there is meaningful work to be done in this area," Lind said.

CVRHTF by Dec. 31, 2011 in Lucas County received three applications and approved one grant for $4,850; in Monroe County received two applications but none were approved; in Wayne County received five applications but none were approved; in Appanoose County received three applications but none were approved.
