CENTERVILLE —
The Appanoose County Board of Supervisors Monday, March 4 during their regular meeting voted 3-0 to appeal the district court judge's ruling allowing a rural improvement zone at The Coves of Sundown Lake.
Judge Lucy J. Gamon in a 10-page decision released Jan. 30 annulled the Appanoose County Board of Supervisor's decision to deny a petition filed by the Homeowners Association of the Coves of Sundown Lake to establish a RIZ.
The Appanoose County Board of Supervisors on Nov. 13, 2012 during a special meeting before approximately 25 who attended approved a resolution by a 3-0 vote denying the petition for a RIZ at the lake
The judge ordered the board to consider the petition to establish a RIZ at Sundown Lake "using the statutory factors set forth in Iowa Code Chapter 357H."
Under the provisions of Iowa Code Chapter 357H, if a RIZ is established it is entitled to receive and use all future real estate taxes based on the total incremental taxable valuation (that is, any increase in the tax base for the proposed zone) from and after the date of its approval.
In other action, by 3-0 votes:
• Approved an Iowa Department of Transportation agreement for Deputy Bridge.
• Changed Alyssa Cowan from part-time to full-time effective March 4 with a pay increase to $17.33 per hour effective March 10.
• Set bid opening for Farm to Market rock for March 18 at 9:15 a.m.
• Table the DOT budget and program until March l8 at the request of Gary Bishop, Appanoose County engineer.
• Approved the the Fiscal Year 2013-2014 budget.
• Set a public hearing for refinancing of general obligation bonds for Rathbun Area Solid Waste for March 18 at 9:30 a.m.
• Closed part of 216th Avenue in Vermillion and Center townships.
• Approve an underwriting engagement letter for Ruan Securities.
Diane Buss, Central Point Coordinator, gave an update on implementing the regionalization and redesign of the Adult Mental Health and Disability Service System and Katy Anderson gave an update on the Historic Hills Scenic Byway.
