The competency hearing for Jackie Paul Glascock, Sr., 66, of Cincinnati, accused of first degree murder, originally scheduled for Oct. 26 has been rescheduled.
On Oct. 26 Judge Daniel P. Wilson filed an order to stay all further proceedings in the case until 10 a.m. Nov. 23, at which time a hearing will be held to determine the status of the competency hearing, arraignment and other proceedings. Glascock Sr.'s attorney, James Underwood, was ordered by Judge Wilson to file a report with the court detailing his client's physical and medical condition and circumstances by Nov. 23.
On Aug. 24 Judge Wilson had ordered Glascock Sr. to undergo a psychiatric evaluation at the office of Dr. Michael Taylor, of Cummings on Sept. 14. The evaluation would be used to determine the defendant's competency to stand trial and/or defenses of insanity and/or diminished capacity. The court ordered a cap of $2,000 for the evaluation to be paid out of the Indigent Defense Fund.
A hearing was scheduled for 10 a.m. Oct. 26 to review the evaluation and to determine further proceedings.
On Sept. 16 Judge Wilson amended Glascock's conditions of pretrial release to allow him to seek medical treatment at a facility approved by the University of Iowa Hospitals and Clinics in conjunction with the Appanoose County Sheriff's office. The order states upon Glascock's discharge he is to be returned to the Appanoose County Jail.
A bond review hearing scheduled for Sept. 28 was canceled due to the Sept. 16 order allowing the defendant to seek medical care. Glascock Sr. does have a $1 million cash-only bond.
Glascock Sr. was arrested by the Appanoose County Sheriff's office on Aug. 19 upon his discharge from a University of Iowa Hospital and charged with first degree murder, a class A felony. He was transported to the Appanoose County Jail where he made an initial appearance in front of a magistrate. Glascock Sr. was first taken to Mercy Medical Center in Centerville and then flown to a hospital in Des Moines and then Iowa City after he was found on July 12 at 16669 600th St. in Cincinnati with life threatening injuries from an apparent self-inflicted gunshot wound. Found murdered at the Cincinnati residence was his wife, Doretta Glascock.
Law enforcement officials have said there was a history of domestic violence at the residence and Doretta had requested and was issued a domestic abuse protective order against her estranged husband.
A criminal charge is merely an accusation and the defendant is presumed innocent until and unless proven guilty in a court of law.
