Supervisors approve zoning changes for RVs

The Appanoose County Board of Supervisors less Jody McDanel voted 2-0 Monday morning to approve zoning changes relating to recreational vehicles in the county.

No more than one RV can be kept on any lot in any district except commercial or agricultural. If more than one RV is kept on a lot in a commercial district it must be "in a designated campground, mobile home park or storage facility approved for the purpose," reads the new ordinance. If a RV is kept on a lot for more than two weeks, the owner of the RV or lot must "obtain a zoning permit for that year" and "Install a county approved wastewater treatment system or approved holding tank on the lot within two weeks after the end of the initial two week period."

Residential or industrial districts have a 24 month limit. At the end of two years, the RV "must be removed and shall not be placed on the same or any other lot in the subdivision any other time during that year unless the owner has applied for a residence zoning certificate; or, unless it is properly stored without utility connections behind the front construction line of a primary building."

Chairman Dean Kaster said the ordinance only applies to RVs around Rathbun Lake.

In other action, the supervisors approved the first reading of an emergency medical services ordinance. And by the same vote the supervisors waived the second and third readings.

Appanoose County voters in November passed Public Measure A imposing a 1 percent surtax on the state income of each resident in the county for the next five years beginning Jan. 1 to be used for the maintenance and improvements to emergency medical services. The money collected will be held in a separate fund to be distributed by the supervisors based on described needs.

By a 2-0 vote the supervisors approved hiring Lauren Houser part-time at $9 per hour to work for the county attorney.

By the same vote they awarded KONE Inc. the contract to repair the Courthouse elevator. Work is expected to begin in the middle of January and last 4-6 weeks. The contract to repair the elevator's electrical systems is for $63,800.

The Mystic reservoir project was awarded to Joiner Construction out of Plano by a 2-0 vote. Joiner submitted a bid of $24,560 and Cicco Construction, out of Centerville, submitted a bid of $34,552.80. The project will begin as soon as the weather allows and calls for Joiner to replace the reservoir's outflow pipe. The city of Mystic will pay 25 percent of the cost and the rest will come out of SIDCA.
