The Centerville City Council Monday, Dec. 21 voted 5-0 to amend several sections of the city's municipal code relating to the sale and consumption of beer and liquor.
Notable changes include no person under the age of 21 is allowed to be on the premises of an establishment where more than 50 percent of the business conducted is the sale or dispensing of alcoholic beverages for consumption on the premises. Plus, those types of businesses are now required to install an "active surveillance system" that provides 100 percent coverage of the bar area. All recordings must be kept for 30 days and made available to the Chief of Police.
Now, just applying for or renewing a liquor license or beer permit requires an investigation by the Chief of Police who will submit a report to the city council as to the approval of the license or permit. In addition, the change in this section allows the city clerk to "conduct an investigation into good moral character" before reporting back to the council.
Penalties for a conviction for violating city code and/or the code of Iowa for employees, licensee or permittee regarding the beer and liquor ordinance grow incrementally: First conviction, a $300 civil penalty; second conviction within a two year period, liquor license, wine or beer permit suspension for 30 days; a third conviction within three years will result in a 60 day suspension of the licensee's liquor license, wine or beer permit and upon a fourth conviction in three years the violator's liquor license, wine or beer permit will be revoked.
The council will hold a public hearing at their next meeting at 5:30 p.m. Jan. 4 at City Hall and do the first reading of the ordinance amending the city code relating to the sale and consumption of beer and liquor.
The council voted 5-0 to renew Gordie's Bar and Grill's class C liquor license with Sunday sales for a six month period. The council stipulated she would have to abide by the changes being contemplated to the city code governing the sale and consumption of beer and liquor.
Gordie L. Long, the owner of Gordie's Bar and Grill, attended the meeting and voiced her displeasure with the council. Long was upset because her liquor license was "timely filed" and not renewed at their Dec. 7 meeting.
The council voted 5-0 to approve the South Central Iowa Interagency Drug Task Force 28E agreement, with minor changes. The agreement supersedes other previously signed agreements and establishes a working mechanism among the Centerville, Albia, Chariton and Creston police departments and the Appanoose, Lucas, Monroe, Wayne, Marion, Clarke, Union, Ringgold, Decatur and Madison county sheriff's departments who may call upon other members for exchange of assistance as required.
