CENTERVILLE —
The Centerville City Council tonight at City Hall will consider a lower offer to conduct Davis-Bacon compliance checks for the sludge processing facility improvements project.
Funding for the sludge processing facility project could be jeopardized if Davis-Bacon regulations are not followed.
Chariton Valley Planning & Development of Centerville offered at the council's March 4 meeting to do the Davis-Bacon compliance checks. The council took no action at the March 4 meeting in order to give CVP&D more time to gather additional information and it was scheduled to be considered at a special meeting March 12.
At the March 12 special meeting, the council voted to not hire CVP&D to do the compliance checks at a cost of $30,400 and instead considered a second offer from Hall Engineering to do the same work as CVP&D for $16,300. Hall is on tonight's agenda with their proposal.
Nancy J. Huisman, with Hall engineering, is expected to update the council on recent developments with the Safe Routes to School sidewalk project.
According to documents in the council agenda packet, the Department of Transportation has said they want final plans for the project submitted by March 19.
"This is a very aggressive schedule," wrote Huisman in an email she sent to the city March 12. "We do not feel that the DOT provided us with adequate time for Plan revisions, however we will do our best to meet their deadline."
If the deadline is not met, the bid letting would be July 15.
Mark Hoffman, Appanoose County Conservation Board executive director, is on the agenda on behalf of the Appanoose Conservation Foundation for the renewal of the brush dump agreement from April 1 through Nov. 30.
The council will consider the first reading of an ordinance amending Chapter 1.24, creating Chapters 2.38 and 2.42 and deleting obsolete and redundant provisions in the city's municipal code.
The council will consider the purchase of a 2013 Silverado 1500 four wheel drive crew cab LT truck for the South Central Iowa Drug Task Force from Deery Brothers in Pleasant Hill. According to documents in the council agenda packet, after a trade-in the vehicle will cost $22,844.26.
The packet information suggests local forfeiture money will be used to purchase the vehicle.
The council will consider a resolution to allow Rathbun Area Solid Waste Management Commission to issue solid waste refunding revenue bonds in the principal amount of not to exceed $1,050,000.
