CENTERVILLE —
The Centerville City Council during their Feb. 6 regular meeting approved borrowing up to $1.2 million to pay for sludge processing improvements for the east water pollution control plant.
The scope of work includes acquisition, construction, reconstruction, extending, remodeling, improving, repairing and equipping all or part of the municipal sewer system. Replacement of the floating cover and mixer on the primary digester, replacement and insulation of the sludge, supernant and methane gas piping, replacement of the centrifugal pimps, installation of a new sludge heater and heat exchanger, automatic waste gas burner and installation of a building to house the new equipment are all listed as part of the work proposed to be done for this project.
The up to $1.2 million in sewer revenue capital loan notes is between the city of Centerville and the Iowa Finance Authority's State Revolving Fund loan. Centerville received $1,187,760 from the SRF loan.
The cost for the east water pollution control plant sludge processing improvements has increased since it was first proposed.
Nancy Huisman with Hall Engineering in a letter sent to the state Dec. 19 states the estimated cost to complete the project increased to $1,596,000. The estimated cost in April 2009 was $1,256,500.
Adjustments for inflation, a larger processing building and additional concrete were a few reasons Huisman gave for the higher estimate.
Huisman's letter states: "The power system to the wastewater treatment plant was installed 50 years ago. The utility company has agreed to install a new electric service to the plant and the project has been expanded to include the necessary switch gear and a new service to the existing control building and the new sludge processing building."
Huisman writes if a construction permit is issued this month the city could award the construction contract by March. Construction would begin in May and the project would wrap up in January 2013.

Walking Tour around Square Wednesday
