CENTERVILLE —
The Centerville City Council held three public hearings, voted on three resolutions and considered one resignation Monday night at City Hall.
The resignation, submitted by Joyce Davis, was tabled after several city department heads spoke out why the city should keep Davis, who has more than eight years with the city.
"Somehow, someway and I know sometimes people make up their minds, but if there's anyway at all that Joyce can stay here, she needs to stay here," Centerville Police Chief Tom Demry said during the council meeting.
George Johnson, Vern Milburn, Mike Bogle and Steve Hawkins all said the city would be better off if Davis stayed on.
Councilman Rob Lind asked Davis if she would be wiling to reconsider her resignation offer.
Davis said she was willing to talk about her employment as long as it wasn't made public, which swayed the council to table the agenda item.
The council approved a resolution to institute proceedings and a second resolution to borrow up to $90,000 in general obligation capital loan notes and levy a tax to pay for the principal and interest for the notes.
The resolution authorizes up to $90,000 in general obligation capital loan notes to pay the costs of the acquiring three police cars.
The city plans to levy $92,344.38 on all of the taxable property in Centerville for fiscal year July 1, 2013 to June 30, 2014.
The capital loan notes carry a 2.75 percent interest rate.
Nichole Moore, executive director with Chariton Development Planning and Development, addressed the council on the Community Development Block Grant application.
A pre-application process was conducted in October of this year with 42 submitting. Out of that pool 10 low to moderate income homeowners eligible for the project were identified.
The city is targeting housing rehabilitation in the area north of Highway 2 from North First Street to North 21st Street and areas near the downtown Square, Moore said. The plan is to target 10 units. A per unit breakdown of costs shows each getting $24,999 in hard costs of rehabilitation, $3,500 in technical services, $7,400 in lead hazard reduction and carrying costs and $1,600 in temporary relocation assistance.
If the CDBG moves forward the start date is expected to be July 2013 and end March 2016. The CDBG is expected to be submitted to the Iowa Economic Development Authority before Dec. 12.
The CDBG application amount is for $392,490 with a $10,000 local match. The $10,000 local match is split: $5,000 for technical services and $5,000 for hard construction.
CVP&D grant writing fee is $7,000.
The council passed the CDBG Housing Rehabilitation Grant application as prepared by CVP&D.
The council voted to accept an offer and passed a resolution to convey Lot 17 in Bella Vista to Jeff Hill for $7,000.
In other action:
• Four Centerville reserve police officers were recognized for completing the training at the Iowa Law Enforcement Academy in Des Moines. Each completed the training two months early, Demry said.
The Centerville Police Department now has eight reserve officers. The city has been the beneficiary of more than 1,900 hours of volunteer time by the reserve officers.
Reserve police officers are not paid, but they do pay for everything except a uniform and a badge, which they receive from the police department.
Completing reserve officer training has been a pathway to full-time service with the department in the past.
Demry said six officers on the force right now started out as reserve officers, including himself.
The newest Centerville police department reserve officers are Jeb Ballanger, Brandon Clark, Angela Widmer and Frank Wireman.
