Aug. 13

6:06 p.m. Justin Raymond Jacob, 28, of Ottumwa, was charged with driving without a license, failure to maintain control and failure to report an accident when the 2003 Chrysler 300 M four-door passenger car he was driving west in the 100 block of E. Union Street left the roadway and ran over a county street sign then struck a tree head on. Damage to the 300 M was estimated at $4,500. Damage to the sign was estimated at $100. Appanoose County Sheriff's Officer Keith Glosser in his accident report writes that witnesses at the scene stated Jacob exited the car to find the woman who owned the vehicle yelling at him for wrecking her car. Jacob tried to flee the area in his vehicle, but the unnamed woman wouldn't allow him to, so she drove him in his car to Drakesville before law enforcement arrived. Glosser writes he has been unable to contact Jacob.



Aug. 14

9:45 a.m. Derrick Eugene Duffey, 26, of Centerville, was charged at the Law Center with failure to appear.

1:05 p.m. Russell Thomas Clark, 26, of Mystic, was charged in the 1100 block of W. Van Buren with second degree robbery.

This week the Iowegian wants readers to think about the recent decision by the Centerville Municipal Waterworks Board of Directors to increase the fee for late payment of water bills. In a story published in Wednesday's Ad Express, board members announced a 10 percent late fee after two days late, a $50 red tag fee for accounts unpaid after seven days late and a $25 shut off fee, water service terminated after two weeks late. The board said the decision to increase the fees associated with late payment is to encourage customers to pay their bills on time. So, the question this week is, "Are these fees too much to ask for?"
